The Personnel Officer serves as Cortland County’s chief civil service authority and strategic workforce leader, carrying the full powers and duties of a municipal Civil Service Commission. Reporting administratively to the County Administrator and operating under the general direction of the County Legislature, this role exercises significant independent judgment in administering Civil Service Law and guiding public personnel policy across the County and its civil divisions. The position is a six (6) year term appointment, filling the remainder of the current incumbent’s term, as provided under applicable Civil Service Law. This is a classified Civil Service position within the non-competitive class
