CITY MANAGER
The Opportunity
The City of College Park, Georgia, seeks an experienced municipal executive to serve as City Manager. College Park is located in southern Fulton County, immediately south of downtown Atlanta and home to Hartsfield-Jackson Atlanta International Airport, the world's busiest airport. With a population of approximately 14,000 residents, College Park is a diverse, transit-connected community with a strong hospitality identity supported by its proximity to the world's busiest airport and its exceptional regional connectivity through MARTA rail and major interstate corridors.
The Position
The City operates under a Council-Manager form of government. The City Manager serves as the Chief Administrative Officer of the City of College Park and is responsible for the day-to-day administration of municipal affairs as assigned by the City Charter, ordinances and policies adopted by the Mayor and City Council. The City Manager is appointed by and serves at the pleasure of the Mayor and City Council.
Key Responsibilities
Under the direction of the Mayor and City Council, the City Manager will:
· Devote full time and attention to the affairs of the City to ensure the efficient, lawful and responsive delivery of municipal services.
· Serve as the City's Chief Administrative Officer, directing and coordinating all regular City departments and operations in accordance with the City Charter.
• Implement and administer all ordinances, resolutions, policies, and directives adopted by the Mayor and City Council.
• Prepare, present, and administer the City's annual operating and capital budgets and keep the governing authority fully informed of the City's financial condition and future needs.
• Appoint, supervise, discipline, and remove department heads and employees in accordance with procedures established by the Mayor and City Council.
• Ensure the faithful enforcement of laws and ordinances and coordinate with City legal staff to maintain legal compliance.
• Attend all meetings of the Mayor and City Council and provide clear, professional reports and recommendations.
· Represent the City in intergovernmental, regional, and professional forums, as authorized by the Mayor and City Council.
· Promote ethical leadership, operational excellence, transparency, and effective service delivery throughout City government.
Desired Qualifications and Competencies
The ideal candidate will demonstrate:
· Executive municipal leadership experience within a council-manager or comparable form of government.
· Strong expertise in public finance, budgeting, and fiscal management.
· Proven ability to lead and supervise senior staff, improve organizational performance, and foster accountability.
· Sound policy advisory judgment and the ability to work effectively with elected and appointed officials.
· Excellent communication and interpersonal skills, with the ability to build trust with elected officials, staff, residents, and regional partners.
· Strategic thinking and the ability to translate Mayor and Council priorities into effective operational action.
· Experience in communicating with diverse communities and in establishing and maintaining cooperative working relationships.
· Proficiency in MS Office Suite, as well as knowledge and understanding of the organizational structure, workflow, and operating procedures.
· Extensive hours and weekends will be required at times.
Minimum Qualifications/Education and Experience
· Master's degree in public administration, business administration, political science or a closely related field.
· Twelve (12) years of progressively responsible experience in local government or related field; equivalent combination of education and experience.
· A citizen of the United States.
· Significant progressively responsible executive or senior-level management experience in municipal or comparable public-sector administration.
· Reside within the City of College Park ( the successful candidate need not be a resident at the time of appointment but shall be required to establish residency within a prescribed time by Mayor and Council).
· Be bondable and able to obtain a fidelity or surety bond, in a penal sum to be fixed by the Mayor and City Council as required by the City Charter. The cost of such bond shall be paid by the City of College Park.
Preferred Qualifications
• Experience serving as a City Manager, Assistant/Deputy City Manager, or comparable municipal executive.
• ICMA-Credentialed Manager (ICMA-CM) designation or eligibility.
• Pre-Employment screening is required: criminal background check and drug testing

Compensation
The City of College Park offers a competitive salary and benefits package, commensurate with qualifications and experience. Salary range: $182,949; Mid $233,259; Max $283,570.
The final compensation package is subject to approval by the Mayor and City Council.
