The City of Arcola is seeking an experienced, hands-on, and forward-thinking Public Works Director to lead the City’s Public Works Department. This position is responsible for the administration, planning, and management of all public works functions, including water and wastewater operations, street and storm sewer maintenance, fleet management, and municipal facilities. The Director oversees department staff, ensures compliance with applicable regulations, and actively participates in field operations to maintain efficient and safe services for the community.
Key Responsibilities
- Plan, direct, and supervise all activities of the Public Works Department, including water distribution, wastewater treatment, street maintenance, snow removal, and stormwater management.
- Ensure compliance with Illinois Environmental Protection Agency (IEPA) regulations for water and wastewater systems.
- Prepare and manage departmental budgets, monitor expenditures, and identify cost-effective operational and capital improvement strategies.
- Supervise, train, and evaluate employees while promoting workplace safety and professional development.
- Operate and maintain municipal water and wastewater infrastructure; perform sampling, testing, and regulatory reporting.
- Coordinate with contractors, engineers, and regulatory agencies on infrastructure projects and grant-funded initiatives.
- Develop and maintain asset management systems and maintenance schedules for vehicles, equipment, and facilities.
- Respond to emergencies including water main breaks, severe weather events, and other public safety situations.
- Attend City Council meetings, prepare reports, and provide technical recommendations regarding public works issues and capital projects.
- Perform other duties as assigned.
Minimum Qualifications
Education & Experience
- High school diploma or equivalent required; Associate’s or Bachelor’s degree in civil engineering, public administration, construction management, or a related field preferred.
- Minimum of five (5) years of progressively responsible experience in public works, utilities, or municipal infrastructure, demonstrating strong supervisory, project management, and strategic planning skills.
Required Licenses & Certifications
- Illinois Class C Water Operator License (or higher).
- Illinois Class 4 Wastewater Operator License (or higher).
- Valid Illinois CDL Class B (or higher) with air brake endorsement.
Preferred License
- Illinois Category 6 – Rights-of-Way Pest Control Applicator License (or ability to obtain within six months of hire).
Additional Requirements
- Ability to be on call and respond to emergencies outside normal working hours.
- Knowledge of construction methods, municipal infrastructure, and safety regulations.
- Proficiency with Microsoft Office, GIS, and asset management software.
- Strong communication, leadership, and problem-solving abilities.
Working Conditions
- Work is performed in both office and outdoor environments with exposure to inclement weather, noise, dust, and hazardous conditions.
- Must be able to lift up to 50 pounds and perform manual labor as needed.
- May require extended or irregular hours, including nights, weekends, and holidays, particularly during emergencies.
Compensation & Benefits
A competitive salary (DOQ) and full municipal benefits package will be offered. Salary range: $75,000 – $85,000, depending on qualifications and experience.
